Voting Question: My mom has VOIP problems and I need help troubleshooting!?

Please read all before attempting to help…My mom has had her digital phone (VOIP) through her cable company (Insight Cable) for a year and it has NEVER been reliable. I have Vonage and have been very happy with it. My mom doesn’t have a computer or the internet so she had to get the VOIP through her cable provider. Again, it has never been reliable. A cable service man came and rewired every jack after the first problem. The second time they replaced her phone brain/modem. It’s still bad. It hangs up during calls with different sounds. Sometimes it comes back. Sometimes I can’t even get a dial tone when I call her and she doesn’t get one to call out. Am I correct to think I should always at least get her voice mail when I call her if the problem was in her wiring? I’m thinking that because I don’t get voice mail or even a ring on her end that it’s the providers fault. Here’s my latest try to troubleshoot…I unhooked the box wire from where it attaches to her phone jack to run her phone. I wired it to ONE new phone jack to see if that would be more reliable. The same hang up’s and no dial tone/ringing happens! I’m thinking that rules out her wiring!?! She didn’t have any problems when with AT&T. I’m going to go and cut the end of the wire I used to see if one might be nearly brkhen from handling. I have to wire two phones from that one jack so I’m using a new one to two phone jack plug in splitter. Would it be correct to use a 2 line cover plate and run a jumper to the other line/plug to use it as a dual jack for the same line? That way I don’t need to slit the line off of one jack. Anyone have any other ideas? I’m thinking that the cable company can pull up her records to see her trouble and recalling the same number. I even had to buy her an emergency cell phone in case she has an emergency and the phone doesn’t work!!! Thanks so much for your help!
Thye first person who replied did not understand what I wrote. I was trying to see if the problem was with my mom’s wiring. Could you tell me if I should always be able to at5 least get voice mail if my mom’s phone isn’t working. I think voice mail is on the providers server. I appreciate people answering, but if you don’t include the questions I asked then your answer is no help to me.
